Stage 2 Meaningful Use Proposed Rules: The HighlightsThe Centers for Medicare and Medicaid Services (CMS) has published the proposed rule for Stage 2 Meaningful Use—subject to a 60-day comment period before being finalized sometime this summer.

Here are 3 important highlights about Stage 2 for physicians:

  1. The bar for meeting meaningful use requirements will be raised. As required by ARRA legislation, Stage 2 will be more stringent.
  2. Timelines have been extended. Stage 2 has been postponed until 2014. Even those providers who first demonstrated meaningful use in 2011 will have until 2014 to meet Stage 2 criteria.
  3. The structure of the program remains the same, but eligible providers will have to meet all 17 of 17 core objectives and 3–5 menu items. Clinical Quality Measure reporting is a separate requirement.
